આ પહેલાંના બે પત્રો, એક
રાજકોટથી લખેલો અને બીજો ડૉ.
રણજીતલાલ ના ત્યાંથી અને
આપનો પત્ર સાથે લખેલો,
બંને મળી ગયા હશે.
અને નવરૂ કુશળ સમાચાર
છે. બધાની તબીયત સારી છે. રાજકોટ
પણ સૌ બન્યા છે.
અને વરતેજ, ગોંડલ કે બરડાના સાહેબ
સુધી બધાના પત્રો આવેલા છે ત્યાં આગળ
તેઓ સૌ મળ્યા છે.
અને સૌએ તમને સંભાર્યા
છે. અને તમારો લક્ષ્મી
ખુશી ખબરનો પત્ર આવ્યો હશે
આપ પૂછા કરે છે,
જૂનાગઢથી પણ સાંજે પ્ર.
મતા તરફથી પણ ખુશી ખબરનો
પત્ર છે. છાયાની તબીયત
તદ્દન સારી હશે. અને
છાયાની કુશળતા સ્નેહ યાદ છે.
બીજું
ચિ. ભા. વાનુ નાના
નાં જંગબાર જવા માટે રાજકોટથી
ઉપડી ગયેલ છે. આ
ભાઈ તેમના તરફથી પહોંચ્યાના પત્ર આવશે તે
લખીશું. જંગબાર આ મહીના ની
વિસે પુરા કરીને મદ્રાસ
થઈને આવવા ધાર્યું છે.
જંગબાર થી આવ્યા બાદ
સાથે સૌરાષ્ટ્રમાં વરસાદ જોરદાર વરસાદ શરૂ થયો છે.
ચાર દિવસ થયા અંધારે
મૂશળધાર વરસાદ પડ્યો. ગઇ અઠવાડિયામાં સોરઠમાં
પણ ૭ થી ૧૦
ઇંચ પાણી પડ્યું. રાજકોટમાં
પણ ખૂબ પડ્યું. વધુ
ત્યાં સોરઠને મળતો થઈ ગયો.
સુધી પાણી જોવા માર્ગ
પાછો ત્યાંથી માર્ગની ગાડી શરૂ થઈ
ગઈ છે, પણ ઘણા
હેરાન થયા હતા.
આખા
સૌરાષ્ટ્રમાં આ સાથે સારું
થયું કે સુકાળ થયો.
આવી સ્થિતિ તીવ્ર, ગુજરાત અને છેક મુંબઈ
સુધી હતી. બે ચાર
દિવસ થયાં વરસાદ આખો
દિવસ ચાલુ રહ્યો અને
જેટલો જોઇએ તેટલો પડી
ગયો છે. અને અડધો
અડધ પાણી પડ્યું છે.
અને કોઈ કોઈ સ્થળે
૨૫ ઇંચ પાણી પડ્યું
છે. હવે કદાચ પાકો
સારો થઈ જશે. વાવણીની
મોસમ સારી છે, કપાસ,
જુવાર અને બાજરીનો વાવેતર
કે જે વાવેતર ખૂબ
જ સારું થયું છે. બીજી
બાજુ તૈયાર એ છે કે
કપાસ માં સારું પાણીની
વાવણી થઈ છે. બીજું
ત્યારે એ કહી શકાય
કે જો પાછું બીજું
આ પ્રમાણે થાય તો રૂપિયો
થશે. ત્યાર પછી ફરી પાછું
બીજી સાલ સારું થશે.
તમારા તરફથી પત્ર આવ્યેથી અહીના
જેવું થશે. નહિતર તમારા
તરફથી પત્ર આવેથી જાણી
શકાશે. બીજું બધું કુશળ છે.
પત્રો વાંચીને ખુશી થઈ.
ગુજરાત
નું રાજ્ય રચવા અંગેની પૂરી
તૈયારી થઈ ગઈ હતી
ત્યાં અમેરિકા પલટો લીધો. State Reorganisation Commission નો પ્રદેશ અંગેના
સોપાન માં દલીલો થી
મુંબઈ રાજ્ય રચાવા માટે આપણી શ્રી
પાર્લામેન્ટમાં ભલામણ કરેલી તેમાં સાતેક દિવસ સુધી મહારાષ્ટ્રીયો
અને ગુજરાતીઓ વચ્ચે ખૂબ તીવ્ર મતભેદના
કારણો... સરકારે (Central Government) અને કોંગ્રેસે બે
તોડજોડ કરેલા. તેમાં પરિણામ રૂપે મહાગુજરાત કે
રાજ્ય, અને મહારાષ્ટ્રીયન ના
નામે રાજ્ય. ઉપરાંત મુંબઈ શહેર સંબંધી પ્રશ્નમાં
ખૂબ નારાજગી થવાથી સરકારે મુંબઈ ને Central નીચે મૂકવાનું નક્કી
થયેલું. તે પત્રની ઘડીએ
જ જ્યારે બન્ને પાર્લામેન્ટ માં પાસ થયા
અંગે રજૂ થયો, ત્યારે
તેમાં ઉપર ખૂબ તીવ્ર
ચર્ચાઓ અને રસાયણો ચાલી,
ન્યાયીક રીતે એટલી બધી
ચર્ચા થઈ ગઈ કે
જેમાં પરિણામ રૂપે પાર્લામેન્ટ માં
જે બહુમતી સભ્યોએ Originally S.R.C ની દલીલોથી રાજ્ય
રચવા માટે જે ભલામણ
કરેલી તે મુદત મત
આપ્યા. આખરે છેવટે જે
મુંબઈ બીલ પાસ કર્યું.
પરિણામે અમદાવાદ માં તેમજ ગુજરાતનાં
મોટા ભાગના શહેરોમાં સખત લડાઈઓ થઈ
અને કેટલાયે તોફાનો થયા, લૂંટફાટ, આગમાં
લાઈટો નાખી પડ્યા. ૧૫
માણસો ગયા. મિલોનું નુકશાન
થયું. અને આ બધી
પરિસ્થિતિ થાય એટલે પડી
જાય છે.
આ
પાર્લામેન્ટમાં બીલ પાસ થઈ
ગયું. તેથી મહાગુજરાત ને
સરકાર અમલમાં લાવી શકે નહીં.
સખત પ્રતિકાર થવા માંડ્યું એટલે
એણે ખાસ પડવું જાય
છે. નવું મુંબઈ રાજ્ય
તા. ૧લી નવેમ્બરથી અસ્તિત્વમાં
આવશે. આ રાજ્ય હિંદુસ્તાન
નાં બધા રાજ્યોમાં બીજા
નંબરનું મોટું રાજ્ય થશે. તેનું ક્ષેત્રફળ
પણ ખૂબ મોટું થઈ
જશે અને વસ્તી પાંચ
કરોડ ની થશે. અલબત્ત
આથી સૌરાષ્ટ્ર ને મુંબઈ નું
પાર્ટનર (એકદમ) દૂર પડશે. અને
ઘણું નજીક પડશે પરંતું
એનો જો કોઈ ઉધાર
રહે નહીં (આ તરફ માટે)
કુશળતા પૂર્વક આ પત્ર નિયમિત
લખતા રહેશો. તબીયત બરાબર સંભાળશો. એવો તમારા ભણવાનો
સમય આવે તેમ લખતાં
જજો. તેમ તેમ આપની

Dear Brother Jashu K.,
Greetings. You must have received the previous two letters—one written from Rajkot and the second written jointly from Dr. Ranjitlal's place along with your letter. All is well here. Everyone's health is fine. People in Rajkot are also doing well, and letters have been received from everywhere up to Vartej, Gondal, or the Barda Sahib area; everyone there met up. All of them remembered you, and they inquired whether a letter with your good news arrived. A letter with good news also arrived in the evening from Junagadh via Pr. Mata. Chhaya's health must be completely fine; love and regards to Chhaya.
Secondly, Dear Brother Vanu Left Rajkot for Zanzibar. We will write to you once a letter regarding his arrival there is received. After completing this month up to the 20th in Zanzibar, he plans to return via Madras.
Since returning from Zanzibar, heavy rain has started across Saurashtra. Torrential downpours have been falling under overcast skies for four days. During the past week, 7 to 10 inches of rain fell in the Sorath region as well. It rained heavily in Rajkot as well, matching the levels in Sorath. Train service from that route has resumed after watching the water levels, though people suffered great inconvenience.
It is a good thing for all of Saurashtra that a prosperous season has set in. This heavy rain situation extended through Gujarat all the way to Mumbai. Rain continued all day for two to four days and fell as much as was needed, filling half the water levels, with some places recording up to 25 inches of rainfall. Now the crops will likely turn out very good. It is a good sowing season; sowing of cotton, sorghum, and millet has been completed exceptionally well. On the other hand, cotton sowing has received good water. Furthermore, if another round of rain occurs like this, it will yield a full sixteen-annas crop (100% yield). After that, the following year will also be good. Once a letter arrives from your end, we will know if things are similar there. Otherwise, we will find out upon receiving your letter. Everything else is fine. Was happy to read the letters.
Full preparations were made for creating the State of Gujarat when a political shift occurred. In the stepping stones regarding regions by the States Reorganisation Commission (SRC), based on arguments recommending the creation of a Bombay State presented in our Parliament, intense differences arose between Maharashtrians and Gujaratis for about seven days... The Central Government and Congress made two compromises. As a result, a Mahagujarat State and a state in the name of Maharashtrians were proposed. Additionally, due to great dissatisfaction regarding the issue of Mumbai city, the government decided to place Mumbai under Central administration.
The moment that bill was presented in Parliament as passed, intense discussions and reactions took place. So much debate occurred in a judicial spirit that, as a result, the majority of members in Parliament voted in favor of creating the state as originally recommended by the SRC arguments. Ultimately, the Mumbai Bill was passed.
As a consequence, severe clashes and numerous riots broke out in Ahmedabad as well as in most major cities of Gujarat—looting, arson, and power line damage occurred. 15 people died. Mills suffered damage. Whenever such situations arise, things collapse.
The Bill was passed in Parliament; therefore, the government could not implement Mahagujarat. As strong resistance began, it had to fall back. The new Bombay State will come into existence from 1st November. This state will become the second largest state among all states in India. Its area will also become very large, and the population will reach five crores (50 million). Of course, this will make Saurashtra a partner in Mumbai—quite far on one hand, yet politically close—though there remains no other alternative for this region.
Keep writing letters regularly with updates. Take proper care of your health. Keep writing as your study schedule permits, and write regarding your health and thoughts...
